Curling rinks are latest attraction on Indianapolis Cultural Trail

A new option for winter recreation is available on the Indianapolis Cultural Trail along Central Canal.

Billed as "Curling on the Canal," two synthetic ice rinks for curling—the sport in which players slide "stones" toward a target—are available for free play at Vermont Street Plaza, 350 Canal Walk.

For novice curlers, free introductory sessions are planned 1-3 p.m. every Sunday through March 3—including Feb. 18, when Indianapolis will host the NBA All-Star Game.

Develop Indy unveils plan for West Washington Street corridor

An extensive plan to boost economic development on West Washington Street near Indianapolis International Airport was rolled out Wednesday for initial review by city development officials and the public.

Economic development agency Develop Indy, which compiled the West Washington Street Corridor Study and implementation plan with support from the city and the airport, provided the plan to the Metropolitan Development Commission prior to Wednesday's MDC meeting.

The plan proposes numerous uses for about 885 acres on the north and south sides of Washington Street stretching from the west side of Interstate 465 to the Hendricks County line. Those uses could include residential, advanced manufacturing and retail, among others.

INDOT seeking public input on Improve 64 project

The Indiana Department of Transportation and infrastructure design firm HNTB are set to hold a public hearing next month for a project to improve Interstate 64 in southern Indiana.

Improve 64 aims to reduce congestion and improve safety by adding travel lanes, reconfiguring certain interchanges, and replacing or rehabbing bridges and pavement.

The project will add lanes on I-64 between U.S. 150 and Main Street in New Albany, as well as additional work on I-265 between I-64 and Green Valley Road. More improvements are planned for U.S. 150 between I-64 and Old Vincennes Road.

State Sen. Freeman to challenge IndyGo dedicated bus lanes

A state senator known for filing legislation aimed at IndyGo has introduced a measure targeting the transit agency again in 2024. IndyGo says the bill, if passed, would kill the proposed Blue Line. He also plans a bill that would reverse Indianapolis' new no-turn-on-red ordinance.

Sen. Aaron Freeman, R-Indianapolis, has filed Senate Bill 52, which would prohibit public transportation projects from using dedicated lanes. It would specifically target the planned Blue Line rapid-transit bus route,  which would run east to west across the city along Washington Street.

The law would not apply to dedicated lanes that have completed construction before March 31, 2024. IndyGo's Red Line already has dedicated lanes while IndyGo is slated to soon complete the Purple Line, which runs from downtown Indianapolis to Lawrence and utilizes dedicated lanes.

Carmel planning $13M expansion of Monon Greenway

The city of Carmel announced plans Friday for a $13 million expansion of the Monon Greenway that is scheduled to begin next spring in Midtown.

The expansion will widen the Monon Greenway from 14 feet to 140 feet between Walnut Street and City Center Drive—for about two-tenths of a mile—immediately south of the previous expansion that transformed the trail into Monon Boulevard.

The expanded trail will have playgrounds and public gathering spaces, according to a news release from the city. The project will be flanked to the west by the future Great American Songbook Museum and to the east by a redevelopment project that the city hopes to include a food hall.

Boutique hotel above former Peoples Bank on Kirkwood OK'd for height

The former Peoples Bank building on Kirkwood Avenue now has a future as a 5-story 47-room boutique hotel.

That is made possible by Bloomington's board of zoning appeals (BZA), which has granted a variance that allows for the adaptive reuse project to exceed the height that would ordinarily be allowed.

The existing building will be preserved as a part of the project.

Project architect Tim Cover, with Studio 3 Design, told the board that the existing bank building walls would not support additional construction on top of them. Cover said that means a kind of skeleton structure has to be built through the existing building.

Carmel parks board says city is improperly diverting funding

A dispute between unlikely parties is playing out in Hamilton County Superior Court over how Carmel should fund parks and other public greenspaces.

In a complaint filed on Dec. 5, Carmel Clay Board of Parks and Recreation officials argue that the city has improperly diverted about $12.8 million to the Carmel Redevelopment Commission to be used in smaller park spaces in the city's urban core—to the detriment of larger, traditional parks throughout the city.

Michael Klitzing, the parks board director, said that has resulted in construction delays at the future Bear Creek Park in northwest Carmel near West 146th Street and Shelborne Road, and in creating places for canoeing and kayaking on the White River.
